Impending Kudankulam Nuclear Terror: India State Insanity

-DR. ABDUL RUFF

Can a Union minister (Naranswamy from Tamil State, seeking to destroy entire Kudankulam civilization by operating as a top nuclear agent) go around issuing statements on commissioning of Kudankulam N-plant, when we are still hearing cases," asked a division bench of the Madras HC.

_____________

Nuclear India Targets Common Masses

Indian leaders forget that they are elected to serve the people and not to make polices to terrorize them  in any way.

In dealing with opposition to any of its terror projects, India does not make a difference between neighbouring nations and Indian states. India cannot tolerate any genuine objection of people to its pet terror projects.

Although Indian regime and it official agents have given up arrogant stand on Kudankulam nuclear terror project, it has not yet shelved the project all together. Occasionally they make provocative statements. That remains the chief concern of people not just of Kudankulam (who have lost their dear ones in Indian state attacks on them for opposing terror projects) or Tamilnadu but of India and world at large.

By simply pretending to be a democracy, Indian state is in fact committed– not to the common people who vote them time and again to protect their interests, but to the rich and multinationals and their profiteering industrialists. After all, these big bosses fund both politicians and polls.

When an elected government deliberately misbehaves with people by pushing ahead with its hidden terror agenda, it is clear that  the  voters have failed in their  duty to elect a genuine, pro-people  leadership to govern the nation and its vast resources.

This unruly state phenomenon  has become a hallmark of most of the nations today, calling themselves as democracies. They are indeed the cruel terrocracies existing only to harm the people  in order to promote the corporate  industrialists and multinationals.

BY attacking the  peaceful protesters in Kudankulam and other places, India has revealed its determination to kill and terrorize the Tamil people of Kudankulam village to showcase its nuclear terror capabilities to the neighbours and big powers. Russian has been using India major tool to publicize and showcase its weapon-nuke technology for new terror customers.

And when the state  behaves like terrorists gang, people-voters suffer and that is exactly is happening to Tamils in Kudankulam as the Congress led corrupt central government and equally corrupt ADMK boss Jayalalithaaa led Tamil State  have colluded to target  the common people  with its nuclear  misadventure.

An arrogant India puts its own people at deadly risk even as the notorious UNSC looks the other way. .

Kudankulam Nuclear Terrorism

.

Kudankulam Atomic Power Project is a nuclear power station under construction in Kudankulam in the Tirunelveli district of the southern Indian state of Tamil Nadu. Construction has been delayed due to anti-nuclear protests by the locals and People's Movement Against Nuclear Energy. As a prelude to the commissioning of the first unit of the plant having the capacity of generating 1000 MW, Engineers started its pre-service inspection on 30 June 2012. The project remained in limbo for a decade due to the political and economic upheaval in Russia after the post-1991 Soviet breakup. There were also objections from the United States, on the grounds that the agreement does not meet the 1992 terms of the Nuclear Suppliers Group (NSG).[3]. Construction began only in September 2001 and the cost was estimated to be US$ 3 billion (Rs.13,615 Crores)

A small port became operational in Kudankulam on 14 January 2004. This port was established to receive barges carrying over sized light water reactor equipment from ships anchored at a distance of 1.5 kilometres (0.93 mi). Until 2004 materials had to be brought in via road from the port of Tuticorin, risking damage during transportation.

An Ind-Russian nuclear terror project was signed on November 20, 1988. In 2008 negotiation on building four additional reactors at the site began. Though the capacity of these reactors has not been declared, it was expected that the capacity of each reactor will be 1200 MW or 1.2 GW. The new reactors would bring the total capacity of the power plant to 9200MW or 9.2 GW  In June 2011, Sergei Ryzhov, the chief designer of the light water VVER nuclear reactors used at this Nuclear Power Plant was killed in an airplane accident. The plane belonging to the Rus-Air airlines was flying from Moscow to the Karelian capital Petrozavodsk. Two 1 GW reactors of the VVER-1000 model are being constructed by the Nuclear Power corporation of India Limited (NPCIL) and Atomstroyexport. When completed they will become the largest nuclear power generation complex in India producing powerful nukes and a cumulative 2 GW of electric power at the huge cost of human lives and civilizational, radiation impacts.

The Tamil Nadu state government formed a four-member expert panel which submitted a report to the government after inspecting the safety features of the plant. The Tamil Nadu government in the wake of the acute power shortages in the state has ordered in favour of the commissioning of the plant.[31] Recently, the Chairman and Managing Director of Nuclear Power Corporation of India Limited, K.C. Purohit stated that things are going on smoothly and the loading of fuel assemblies into the reactor pressure vessel would begin by mid-August 2012.

Popular Protests against State Terror Threats

Thousands of protesters, belonging to the vicinity of the plant, have used various means to protest against the plant fearing a Fukushima like disaster. The protesters base their objection on the "more than 1 million people live within the 30 km radius of the KKNPP which far exceeds the AERB (Atomic Energy Regulatory Board) stipulations. It is quite impossible to evacuate this many people quickly and efficiently in case of a nuclear disaster at Koodankulam", etc. According to S P Udayakumar, of the voluntary People's Movement Against Nuclear Energy, "the nuclear plant is unsafe" and "the safety analysis report and the site evaluation study have not been made public. No public hearing was held. It's an authoritarian project that has been imposed on the people." A Public Interest Litigation (PIL) has also been filed against the government’s civil nuclear programme at the Supreme Court. The PIL specifically asks for the "staying of all proposed nuclear power plants till satisfactory safety measures and cost-benefit analyses are completed by independent agencies". Protesters said that even advanced countries like Germany have decided to shutdown all its 17 Nuclear reactors through which the country gets 23% of its energy Gopal Gandhi, grandson of Mohandas Karamchand Gandhi, former West Bengal governor also said that an "Indian Fukushima cannot be ruled out and government needs to convince people about safety aspects of the project"

In March 2012, police said they had arrested nearly 200 anti-nuclear protesters objecting resumption of work of building one of two 1 GW reactors, a day after the local government restarted work on the project. There has also been rallies and protests in favour of commissioning this nuclear power plant.

On, February 24, 2012, Prime Minister Manmohan Singh blamed American and Scandivanian NGOs for fuelling protests at the power plant. Three of the NGOs were later found to have used foreign funds received for social and religious purposes to fuel the protests, violating foreign exchange regulatory rules.[27] The PM also blamed these NGOs for opposing genetically modified foods and the use of biotechnology to increase food production in the country

On instructions from Manmoahn-Sonia regime, TN government of Jayalalithaa used police terrorism. Police lathicharged and fired teargas shells on villagers protesting against Kundakulam nuclear plant at Vairavikinaru shore to chase them away on Monday morning. The villagers, men and women ran helter-skelter from the shore, some of them into the sea as police personnel began to chase them. Some of the villagers also retaliated by throwing stones at the police.

The incident sparked fresh round of tension in the coastal villages in Tirunelveli and Tuticorin districts where fishermen are opposing the multi-crore Kudankulam Nuclear Power Plant (KKNPP), an Indo-Russian venture, which is to be commissioned soon. "The situation is now under control," ADGP (Law and Order) S George told reporters in the afternoon. While at least a dozen villagers were injured, police too claimed that some of them were injured as protestors pelted stones at them.

The Vairavikinaru village shore, about half a kilometer from the nuclear project site, resembled a war zone as police fired tear gas shells forcing the protestors to run for safety. The whereabouts of People's Movement Against Nuclear Energy (PMANE) S P Udayakumar, who has been spearheading the protests, is not known.

The lathicharge started after south zone IG Rajesh Das issued a warning to the villages to leave the spot in ten minutes. When the villagers refused to leave, police lobbed tear gas shells at them and chased them away with lathis/hard sticks.

The protestors from Idinthakarai, Vijayapathi, Kutapuzhi and adjoining villages had gathered at Idinthakarai on Sunday morning and took out a march to Kudankulam, opposing enriched uranium fuel loading in the first reactor that is being prepared for commissioning. But police prevented them at Vairavikinaru and asked them to leave the spot. The villagers however decided to continue their protests at Vairavikinaru shore where collector R Selvaraj and SP Vijayendra Bidari held talks that failed.

Indian illegality

it is absolutely forbidden to construct and operate a nuclear power plant as scientists are well aware, the cooling pipes heat up the water and also discharge gamma rays (which pass through thin metal easily) killing the fish.. Worse still the elevation of sea temperature of even one c (and here we have NPCIL openly admit it will be 7c, will ABSOLUTELY add to the already searing temperatures of this arid, drought region of Tirunelveli. Which means air conditioning will be required for all, which means the electricity generated will be entirely consumed by the additional air conditioners. Of course the poor will suffer but WHO CARES ABOUT THE POOR in India anyway???

Nuclear reactors negatively affect climate conditions. Nuclear power is fine for countries like Russia where the extra unused heat (nuclear is only 60 % efficient at best) plus the waste heat are sent by pipes to homes in sub zero temperatures for room heating. How can we heat up an already HOT place?

How cool Madras was when in the 1970's visits all we needed was a fan to stay cool. Now thanks to Kalpakkam, it is impossible to live there even in January the coolest month with the oppressive heat... and this will only get worse as Chennai and Koodankulam share the same sea.

Recently, the USA closed down a nuclear plant by the sea as the seawater temperature had risen too high to be used as a coolant for the plant. The U.S. like other nuclear countries, France and England have been suffering from drought after drought as nuclear power is 40% thermally more polluting than other modes of power generation and hence tend to dehydrate the moisture in the atmosphere. Lastly the claim that a passive air system will cool the reactor in the event that generators don't work is totally bogus and unscientific. How can a narrow column of hot Tamil Nadu air at about 35 c. cool a reactor with min temperature of 600 c. and max rising over 2000 c. in the event of a meltdown???

Surely this would be a miracle which could take place only if God Himself was operating the plant! It is well known to the Russians and other nuclear peddlers that all the safety mechanisms have never worked and are FAKED. Why subject the gentle Tamilians to an eventuality that could ruin not just their State but also all of South India, for a miserable 1000MW of power is beyond anyone's comprehension. All the protestors are asking for is a change of fuel. A CSP (concentrated solar plant) could be set up within a few months and provide twice the efficiency as uranium and leave NO deadly waste The extra sun's heat can be stored in Molten Salt towers for use at night. This is what Spain is doing and Spain would also benefit as it is financially compromised at the moment.

Judiciary Stands by the People

How can a Union minister go around issuing statements on the commissioning of the Kudankulam Nuclear Power Plant, when the Madras high court was still hearing cases relating to the matter, asked a division bench of the court. "He says the plant is going to be opened shortly. If that is so, why do you come to court," asked the bench, comprising Justice P Jyothimani and Justice P Devadoss.

The judges said the Centre was not represented in the court properly, and said the senior judge received hundreds of SMSs whenever the minister issued such statements. Noting that the portfolio came under the Prime Minister and that the cases were heard for more than one and a half month regularly, the judges flayed Centre for not taking the case seriously. They said the government of India was making a mockery of the Madras high court. The bench said: "The Centre thinks that only the
Supreme Court is a court and that Madras high court is not a court at all".

What is the purpose of hearing the case for so long, the judges wondered, adding that if such indifference continued, they would not hesitate to pull out of the hearing. In this regard, they pointed out that the court had received the orders after a detailed hearing and that nearly 200 pages of the judgment had been dictated, too.

The livid judges did not spare the state pollution control board as well. Referring to the Board's order that the sea water, the point where plant effluent was to be released, could be around 47 degrees Celsius, Justice Jyothimani sought to know as to how marine lives could survive in such high temperature. Pointing out that it was a nuclear plant, the judge said the pollution control board should not treat it like an ordinary industry and an effluent treatment plant. This is a nuclear facility and it requires special guidelines, the bench said.

The activist-petitioners too came under fire. The judges said the activists could not go on filing fresh petitions and added: "It is improper and anti-national." As for a report filed by another petitioner, the judges said it was absurd, as it pertained to a US report having no relevance to the case.

Terrorism is caused by anti-Islamic forces. Fake democracies like USA and India have zero-tolerance to any criticism of their anti-Muslim and other aggressive practices. Anti-Muslimism and anti-Islamism are more dangerous than "terrorism" Anti-Islamic forces & terrorists are using criminal elements for terrorizing the world and they in disguise are harming genuine interests of ordinary Muslims.  Global media today, even in Muslim nations, are controlled by CIA  & other anti-Islamic agencies.

Not that the KNPP will solve the TN power crisis. The Centre has decided to allocate a meagre 100MW to the state, while the remainder will be distributed to other states. Perhaps to create an illusion that TN needs  all electricity from the Kudankulam, Jaya asked the centre that the power was allocated from KNPP to TN, Why should TN take the high risk and not benefit from it? Is that fair?

State Terror Techniques

Indians are made to behaved funny and fanatics. Everybody is selfish try to protect themselves, their family and their belongings. None cares about country and other people around them. If the same disaster had happened in India then the loss of life might be reached cores.

Korunanidhi’s DMK party is eagerly waiting to fish in if Joyalilithaa iis in trouble and leaves without dignity. Had it been the DMK, they would have already gone ahead stifling the people's voices and ready for another Bhopal in the making. Would 100 MW solve TN's problems? When the people are deliberately killed by the elected regime, who needs any economic progress?

Now India considers Kudankulam people as its enemy is trying out all method to discredit and terrorize them.  There is an artificial race for electricity that  has been  imposed by the central government to force the protesters to support  nuclear terror efforts the state. Neighbouring states also complete for electricity from TN from Kudankulam and hence they do not raise the real terror ricks involved here.

Who spreads all these nonsensical conspiracy theories? that USA is funding NGOs against nuclear plants? Nuclear power has its own opponents everywhere in the world especially from environmentalists. Germany, for example, is closing down all its nuclear plants after much opposition. China is building a LOT more after much support. Japan is trying to rethink its policy after much opposition. Political movements happen all across the world. It is ridiculous to suggest that the reason some people are against nuclear power is because they are for some reason are said to be funds from the US (who are in deep debt btw) to stop nuclear power plants. Its nothing less than ridiculous. Firstly, can u explain why a debt ridden US would oppose nuclear plants in India?

India wants to have at least 25 new nuclear power plants in 5 years, costing 20 billion dollars per plant.. That is sheer state madness.

India must abandon its terror mind-set

Indian regime claims it has a right to impose its terror will on people who  voted  them to help them but the regime run by multinationals and  nuclear terror agents now targets the voters, killing them by chasing away like street dogs.. Terrocrats have no place in the regime.

Why Koodankulam is not and cannot be safe. First it is only 7 meters above sea level. Tsunamis like the one in Japan reached a height of 39 meters! Secondly all old cars rattle when they start unlike a new vehicle that has a noiseless engine. Did you hear about the rattle of earthquake proportions that rocked Koodankulam during the 11 days of hot run tests? Does that prove the machinery is NEW??? Thirdly all safety mechanisms are FAKED For a plant to be earthquake proof it has to be mounted on a platform with springs underneath to absorb the rocking of the earth. It would cost 100 times the costs of the plant to put up such a system. Thirdly the passive cooling system of local hot air sent in through narrow shafts to cool the reactor is just that NOTHING MORE THAN HOT AIR. How can local hot air at 35 cool a reactor heat of 600c which immediately of lack of water cooling will rise to 2000c. I don't know what three scientists you have consulted They must have bought their certificate at a local store to waste their time with an individual of your level of study and ignorance

TN receives billions of dollars from US/EU/Gulf. It can go for all available alternate means of electric generation even by ignoring central nuclear pressure tactics.

.

In recent  times, the TN government has created artificial shortage of electricity and kept the people in darkness for most of day and Ihn in order to get big night.

Shut down nuclear plants and save human lives.

Nuclear power is not the answer for our electricity problems. We cannot afford to overlook the risks involved. At the end of the day, we cannot control natural disasters and should restrain from any action that can cause an irreversible damage. everyone will wake up one day and realize their mistake but it will be just too late because there is just no way to reverse a meltdown. A nuclear fire dragon is the proverbial dragon in folk tales that eats up the entire economy, health and well being of a community.

The problem with scientists and related government servants is that they go by what the state wants and they protect their interests  and can also issue statements, obviously for special state privileges and  money,  to protect the regime decisions and shield regime crimes against humanity.  The Scientists have to answer and convince the people about permanent safety of the nuclear terror projects.. Two panels of scientists have inspected KKPC & gave a report that the reactor was safe.

The question is not related to safety of Reactor. The very question that has been asked by the judges is "how marine lives could survive at 47 degrees Celsius?" Had this basic question been answered in the Technical document, the court would not even have questioned it.

These trials & tribulations by vested anti nuclear lobby cannot continue endlessly.

Dr. Abdul Kalam, former president of India and the chief toll used by the shameless regime of  nuclear agents to “certify” the nuclear terror plant in Kudankulam, has for good changed his global perception and is now seeking a non-nuclear world to secure humanity’s safety and well being.

 .

Notes

Nukes cannot be made without nuclear reactors. Nuclear power serves meagrely only some 2% of Indian requirement and yet India says it needs them for nukes.

Sri Lanka, among other possible targets of nuclear terror radioactivity, has put down its foot and vehemently opposed Indian nuclear terror attempts in Kudankulam as a key policy because of the fears of devastating effect it would have on that island nation.

The pro-nuke bogus Tamil leaders must be brought ot justice for collaboration in killing innocent people. They are answerable for the murders and sufferings of Kudankulam masses.

It is evident that the nuclear agents who have made millions  by mediating the nuclear deal with India  want the terror project to start somehow, no matter that kills everyone in the  radiations zones in Indi and abroad.  There are s io many politicians and even bureaucrats involved in this nuclear rackets. After all they are never punished.  Thos people who fall victims to state conspiracy have no voice forever.

In order to hide their criminal intent, the state has terrorized the people of Kudankulam, arresting their leaders and booking them in false cases.

It is deadly and foolish to argue that Tamil State or India requires a lot of electricity and it can be generated only by nuclear terror methods, threatening the very existence of Tamils and neighbours. Sri Lanka has protested against radiation effects, but Maldives, fearing Indian nukes, did not have the courage to do that.

Kudankulam Nuclear Power Generating Plant should have been stopped at the beginning stage and used the nation’s resources for electricity generation by other safe methods. But India wants to make more deadly nukes putting the lives of people at heavy risk. In looking for the availability of nuclear fuel for processing, India wanted to make sure nukes are manufactured.

After spending enormous amount against severe constraints about the availability of nuclear fuel for processing, the regime seems to be going with the words of few nuclear agents and nuke people who have the authority and are in-power. No problem has been addressed as-far as the nuclear plant is concerned. The harsh truth is most of Technical problems do not figure in official discourse. They are playing with human lives.

The question is whether or not the KNPP violate laws e.g. right to life, environmental protection, etc. And only Judges are qualified to decide that. The very question that has been asked by the judges is "how marine lives could survive at 47 degrees Celsius?" Had this basic question been answered in the Technical document, the court would not even have questioned it.

Even after all precautionary measures are put in place, nuclear disasters take place in a natural way and they cannot be averted at all.

The attacks will take place when the regime and operators fail to know why the nuclear stuff blasts.

But by then innocent people would have fallen silent victim to state foolishness and arrogance.

It is prudent to invest heavily on alternative renewable systems rather than start to depend heavily on Nukes. Any way, we are unable to handle one Bhopal! Can we handle one Fakushima-like disaster? Don't be too sure such disasters will never happen.

Concentrated solar plants can be set up in six months.

India and Tamilnadu must give up arrogance towards people of Kudankulam fighting for a just cause to save themselves and future generations from real danger of nuclear disasters. They have a right to live on their soil.

Shut down Kudankulam nuclear terror plant.

Dismantle all nuclear infrastructures to save the humanity.
