Hangings Suspended in Ramazan

TV tickers showed prominently that the PM had ordered suspension of the hanging of the condemned prisoners during the holy month of Ramadan.  Though a highly considerate gesture yet, sound like a monarchial decree on his part.  Does the constitution empower him to order so?    I don’t know and hope it does. But if doesn’t, should it not have been  more appropriate for the Head of the State to have pronounced it, of course depending upon an act of the Parliament or at least a cabinet decision conveyed to him  through an advice by the Prime Minister.

But I suppose in our country it is the PM only who does all and everything.
