Prof Khurram Shahzad

The darkest places in hell are reserved for those who maintain their neutrality in times of moral crisis." (Dante) The most potent weapon in the hands of the oppressor is the mind of the oppressed". (Steve Biko) "If you are neutral in situations of injustice, you have chosen the side of the oppressor" "“ (Bishop Desmond Tutu) Well! This augurs with a story based on worldly wisdom we read in our school times. A story of a helping turtle and a wicked backstabbing scorpion! Saving a poor scorpion the turtle let him come on his back in a flood. On hearing strikes turtle enquired brother what was the noise for.

The turtle innocently replied, " I am trying to sting as I can't help, it's my nature". Hearing this turtle dived into the water saying with the same inculpability, I too can't help is my nature". The rejoinder tags the courtesy of Mr. Karzai the President of Kabul (so far the fragile writ of government confines him to this famous city of Afghanistan) , although he purports and acts (on the will of his foreign Masters) to be the puppet President of a war-ravaged Afghanistan. The writ of government is supposed to be established when US will make the Afghan Army able to do so. An intrepid task,
one must say. This will take an expense of three billion dollars. This will be the same Army a couple of days before he has ranted to send after Taliban leaders inside Pakistan. Perhaps he has a foreign force their to get along casual repugns, he never want them to be idle.

Addressing a claptrap press conference he once again went agitated and mouthed plethora off lies against Pakistan. He warned the soi-disant Pakistani Taliban leaders that he would unleash the Afghan Forces (May God Mercy on them) inside Pakistan. While saying this perhaps he never accounted the negotiations he recently struck with Hisbe Islami a recalcitrant group of Gulbadin Hikmatyaar. Something has made him out of blue to override reconciliatory approach adopted on Pakistani footsteps. Mr. Karzai has innocently alleged that most of the militants involved in recent fighting in the Garmser district of Helmand province came from Pakistan. While crafting these cock-and-
bull-stories he forgot that during the war against Russia these militants were reckoned as Mujahideen and were welcomed with open arms. Then Pakistan became the victim of the spilt out of these insurgents at that moment of time. The factor made us to taste the brunt of extremism with a notorious windfall of heroine and klashinkov culture. Now the same spill out factor has been encountered by the Afghanistan and the blame is bucked against Pakistan. He also said "this is a two-way road in this case, and Afghans are good at the two-way road journey. We will complete the journey and we will get them and we will defeat them". In past, fighting against Soviet aggression his country completed this "two way journey" on Pakistani shoulders and `defeated' the red giant.

Now they have been searching an invisible enemy in the name of war against terrorism. But this time they have to depend upon the allied forces on their alien lands. These forces perhaps had lost their so-called war if Pakistani forces on eastern border had not shielded them.

The puppet President visited Pakistan and exchanged the warm feelings with Pakistani officials. However he has been in a continuous habit of changing stances over the various times regarding Pakistan. It is now an established fact that he doesn't speak without his masters will. Someone else puts the words in his ravened mouth. The nine
trillion GWOT is on the verge of defeat despite all the desperate steps. A frustration has desolated the allied forces that seem to be tired and need perhaps a new battlefield. They under estimated the circumstances in Afghanistan and landed here with only 1300 marines contriving it a mere two or three week war. But the speculations went vain.

The allied forces with in two years experienced a quite different situation than expected. The number of US, ISAF and Afghan forces stand at more than 170,000 but heading nowhere. They need at least 300,000 troops for wide-cut border surveillance. Nato countries have succumbed to their internal pressure and only sent a few fresh marines. It is an open truth that what have so far been told about the facts on GWOT was all fabricated and manipulated to axe their own grind. Worldwide condemnation has made it difficult for these countries to face the unjustifiable causalities for a lair country.

Having all this, is it not enough that Pakistan has deployed more forces against the militants than the combined US, NATO and Afghan forces in Afghanistan? Is it not true that the major successes in the war have been scored by Pakistani forces? Unfortunate are the designs bubbling under!

Pakistan's allies say that they provided $10.5 billion to it in the last five years, but what were the payments for? Even if it is presumed that they were made for defence-related services. Who was paying for the dead and injured and for the loss of property suffered
by the ordinary citizens? What action was taken to strengthen Pakistani civilian institutions, which suffered loss of capacity as a result of a military approach to insurgency? As for Nato-led security forces, they have avoided ground fighting and pin the blame on Pakistan for their own weaknesses.

Afghani common man never likes these alien forces and they also demand their expulsion. This whole panorama well elaborates Mr. Karzai's current ebullition. Interestingly Karzai when recently attended a donor's conference in Paris more than 80 countries and international organisations although pledged more than $ 20 billion to rebuild Afghanistan. But they asked President Hamid Karzai to do more to fight corruption and strengthen the rule of law in his homeland. They observed that one of the main reasons why Karzai has
not been able to maintain his writ beyond Kabul is because the people of Afghanistan have lost trust in him and his regime. In spite of the overthrow of the Taliban, the war has left Afghanistan fractured, chaotic, control by warlords, mired in poverty and in the grip of an almost permanent civil war under his rule. Donor fatigue has set in and signals that the window of opportunity for rebuilding the country may be on the verge of closing. Due to this, the Afghan populace has become increasingly restive. The anomalies by Karzai's cronies and kins in the funds received for the reconstruction has also fueled the fire. The poppy crop is on raise and close kindreds of Karzai are also reported to be involved in this actus-reus. The agents of RAW are maneuvering loathly in terrorist activities inside Pakistan and smuggling of huge catches of arm have been revealed. A large majority of Afghan opposition parties and ex-jehadi groups have also demanded
of his ouster. Facing a shameful fiasco has made him to enamour lies against the neighbouring country. This spells doom for the Karzai regime and it may well fall into a permanent chaos. He should better to light a candle than to curse the darkness as a Chinese proverb insinuates.

With these low-key or perhaps frustrated notes Afghan president must cerebrate his allegations to a friendly country. Government in Pakistan must reconsider its policy regarding Afghanistan in view of the current developments from our western neighbour. As an Islamic country we nursed a huge number of refugees from previous thirty
years. They are not our responsibility from very now. Afghanistan has been receiving a huge sum of assistance internationally. Keeping this thing in mind government must immediately develop a mechanism to shunt out these refugees from the country. Mr. Karzai should also encourage these displaced Afghan citizens to return to their native
land in a tone different than in which he intimidates Pakistan. This must be exercised in imminently for his honors sake. We have been anxiously looking forward to a house-proud gesture by his side, as we have been tired of watching him scathing us. Pakistan has been suffering severe food shortages these days.

Government must take action against the illegal and legal transport of food items through Durand line. The Torkham border must be sealed as soon as possible to mitigate the smuggling of wheat. All other means of smuggling of wheat and aata must be hampered with an immediate effect. Prime minister has ordered to provide 50,000 tons of wheat to Afghanistan this order must be rescinded, as Pakistan itself is scant of the commodity. It has been reported that electricity has also been supplied to the bordering areas of Pakistan. This facility never sands justified while we have been scarce of it. The other supplies like transit trade facilities must also be confiscated as the arrogant President may feel insult in obtaining from a hostile country. The nature's law must prevail. The
scorpion has started stinging; the turtle must take a deep dive too.
