Have a look at the recent events.
 
1. Sirius-Star, world's biggest oil tanker hijacked.

As a result of the full load of cargo, the height from the main deck to the waterline ( if her reported draft of 22 meters is correct), should have been about 9 metres (30 ft). What kind of pirates would be able to climb this height from  their ordinary speed boats? Surely, there can't be ladders hanging from its sides and a ship of this size must be bouying up & down a lot as it moves and hence any ordinary boats shall not be able to face the water waves thus generated. So what kind of equipment and boats shall be required by any intruding pirates to climb and take control of this ship? They have to be very well organized and logistically supported to accomplish a mission of this size.

and then Indian navy was given the task of patrolling those seas and sank a pirate mother ship which alleged somalians onboard (later on proved to be of some other nationality)

3. Mumbai Attacks
They have themselves given details that each of the attackers was carrying a big sack of ammunitions, explosives and survival food. How did all that ammunition pass through whole city un-noticed. And what were there objectives? they never asked for any ransom, and except for a 2 short phone calls to a channel for release of unknown companions, they never raised any demands. Surely they must have known that they won't be able to survive for months/ years and it will only be a matte rof time before they get over powered.and how come they knew the hotel layout so well?
 
Another interesting point was made by CNN correspondent that the site of such an occurrence is usually cordoned off but in this case, all journalists and even ordinary people moved around freely in areas of operation. As per CNN correspondent, at one point, she had walked right into the hotel lobby unchallenged. One could hear the gunfire and explosives going off live and even the indian comandos heli-repelling onto that jewish centre was done in broad day light. One can also see the casual landing of troops and casually walking over as if they were on some routine exrcise and not on some life/ death mission. So what were the Indians trying to show to world? and why?
 
4. Marriott bombing; is it linked to this in any way?
Both India and Pakistan are fighting a proxy war in Afghanistan. Killing of late Brig Mehta, then Marriott bombing, news of Brahimdagh Bugti in Indian protection and Pakistani insurgent elements being financed by Indians are rife. Four indian consulates along periphery of Pakistan's border with Afghanistan are obviously doing more than just looking after Indian  commercial/ economic interests in Afghanistan full of Business Opportunities . Pakistan has always been very cautious in pointing a finger towards India whereas Indians accuse ISI from theft of animals to parliament attacks. But Pakistan does settle the score one way or the other. Though I am still waiting for settling the score of Pakistan Navy Atlantic aircraft downing resulting in the death of 18 Navy personnel.
 
5. and Pakistan government's offer of sending ISI chief (why)?
Will he go and tell them that look, we know what you are up to; so if you want to continue at this, we are game.
 
So I could be wrong here but the inferences that I am drawing out of all this is that:
1. Most of this is planned, organized and executed to perfection; not be terrorists but some otehr elements.
2. Ultimately they will make India a regional power and will also use them to counter Pakistan. With a disturbed western border, a full fledged insurgency throughout the country, the only thing missing was Indians being quite and Pakistan making peace with them; which shall not be the case after this.

US daily blames squabbling Indian leaders' for terror attacks

New York (PTI): A leading US daily has blamed "squabbling" Indian political leaders' failure to put national security above partisan politics for a series of terrorist attacks that the country has witnessed, saying its approach to terrorism has consistently been "haphazard and weak-kneed."

"When faced with fundamentalist demands, India's democratically elected leaders have regularly preferred caving to confrontation on a point of principle. The country's institutions and culture have abetted a widespread sense of Muslim separateness from the national mainstream," the Wall Street Journal said in a stinging commentary.

"The country's anti-terrorism effort is reactive and episodic rather than proactive and sustained. Its public discourse on Islam oscillates between crude, anti-Muslim bigotry and mindless sympathy for largely unjustified Muslim grievance-mongering . Its failure to either charm or cow its Islamist-friendly neighbours -- Pakistan and Bangladesh -- reveals a limited grasp of statecraft," the Journal said.

The country's diplomats and soldiers have failed to stabilize the neighborhood, it said, adding that the ongoing attacks in Mumbai underscores the price both Indians and non-Indians caught unawares must now pay.

India's leaders "who invariably swan around with armed guards paid for by the taxpayer" - can't even agree on a legal framework to keep the country safe, it says, adding that on taking office in 2004, one of the first acts of the ruling Congress Party was to scrap a federal antiterrorism law that strengthened witness protection and enhanced police powers.

The Congress, it says, has stalled state-level legislation in Gujarat, which is ruled by the opposition BJP. And it was a Congress government that kowtowed to fundamentalist pressure and made India the first country to ban Mumbai-born Salman Rushdie's "Satanic Verses" in 1988.
