Two Constitutional Amendments Very Essential

New York (pr):  The Chairman Political Study Circle New York and eminent political thinker Dr.Maqsood Jafri, while addressing the members of the PSC in New York asserted that Pakistan needed a presidential system to steer the skiff of democracy smoothly and safely. He said in the USA and France, the presidential system is successfully delivering. Dr.Maqsood Jafri opined that Pakistan is a multi-cultural and multi- racial country and no one party is capable to form the government single handedly,  hence the coalition governments are the need of the feudal and regional politics. In the parliamentary system, to please and adjust the coalition parties, every government has to form a  large cabinet of the federal ministers and the state ministers that is an extra load on the national exchequer. More over, the assembly members constantly black mail the prime minister for the ministries of choice. They change their loyalties and are always involved in the making and breaking of the governments. Dr. Maqsood Jafri suggested that in the presidential system, it is the prerogative of the president to select the best capable team of the technocrats and honest politicians to run the government successfully. President Ayub Khan had a team of very capable and honest ministers. We must learn a lesson from our history and benefit from our past experiences, Dr. Maqsood Jafri asserted.

 

Dr.Maqsood Jafri further pressed on the need of the time period of the tenure of the president and the assemblies and the senate. He suggested that instead of five years tenure, let it be four years tenure as it is in some Western advanced democracies and the USA. He appreciated and welcomed the voice raised from different corners to shorten the span of the government tenure from five years to four years. He appealed to the parliament to pass the bill in the favor of the presidential system and shortening the tenure of the assemblies.
