Why not a new COD between PML-N and MQM?

If PML-N could sit with its arch rival PPP and sign CoD based on cleansing of judiciary, accountability bureau, election commission, and working on public centred policies for a promising future of Pakistan, than why not sit with MQM and sign a similar CoD?
