Surprise Inspections

 

During surprise checks the Punjab Chief Minister Mr. Shahbaz Sharif suspended an MS of a Rawalpindi hospital  and  the Advisor Interior Mr. Rehman Malik suspended the SHO of a Rawalpindi police station for detaining illegally and torturing two persons While such surprise checks by these gentlemen are highly laudatory as these are bound to promote efficiency and discipline in the departments, yet these can not be performed too often by such very high officials for obvious reasons.  Therefore, such surprise checks should also be made by the respective heads of the departments and other senior officials as well as it will augment the supervision and control to a great extent. And the most effective way of introducing this system is that whenever the likes of  Messrs Shahbaz Sharif and Rehman Malik find something wrong at a place, they should apart from the immediate officers concerned on the spot take disciplinary action against their immediate superior officers also for not exercising due supervision and command & control over their subordinates.  In the above mentioned police station case the SP or the SSP concerned should have also been suspended for not ensuring the police stations under his operating properly and lawfully. And if he cannot exercise effective control and supervision upon them then he doesn't deserve to hold that position.  In this way lot many senior officials would be doing what the CM or the Advisor are doing presently, instead of sitting in their air conditioned  offices.  This will also bring to an end what I call vertical alignment of corruption. Booty being passed up the ladder to the higher echelons in the department. When the immediate superior officer would start checking the malpractices of his immediate subordinates, how will then a  Patwari pass the loot to the Gardawar and Tehsildar? Sack the immediate superior for the misdeeds of his immediate subordinate  and he will never let him do any hanky panky. "Set a thief to catch a thief" and the administration will automatically improve much to the relief of the common man.

Dear Major--i beleive you are not same as other retired corrupt army officers who are always ready to even sell their wives for the benefits. For example Lord Mountbaten Iskandar Mirza, Yahya Khan etc etc

please be aware from poisonous writers like Khalid Masood Khan of daily Jang ( ref his article in Jang dated 11 july 2008). He is a urdu speaking agent of MQM Punjab and poisioning PML N govt.
