Subject:  A politically victimizing transfer order as a punishment for protecting and defending

                Constitution of Pakistan and Law

Dear Honorable Federal Health Minister: Assalamo Alaikum.

I pray that Allah All Mighty protect you and your beloved ones and grant you success in both worlds. First let me congratulate on your new assignments as Federal Minister for Information and Health. May Allah provide you help and support to carry out your functions in best possible way to serve the people of this country!

I am a Dow Medical College, Karachi graduate and an American trained and qualified Board Certified Pathologist. I was appointed on strict merit in 1996 at PIMS in an open competition. I had come to Pakistan to serve this county of mine and its people in best possible way. I brought with me my education, training and experience as faculty member at renowned University Hospitals of the world including;

1)      The University of Iowa Hospitals, Iowa City, Iowa, USA

2)      The Aga Khan University Hospital, Karachi

3)      The King Faisal University Hospital, Saudi Arabia

Al-Hamdolillah I am the recipient of the Best Overall Research Award among all American Doctors at the University of Kansas, Kansas City, USA. I have many publications in International Journals of high repute and had discovered several new things in the field of medicine. My findings have been published and acknowledged by such world's top journals such as New England Journal of Medicine, Nature, American Journal of Clinical Pathology and Archives of Pathology and Laboratory Medicine.

At Pakistan Institute of Medical Sciences (PIMS), I had been the most senior Professor and Head Department of Pathology. All the current Professors at PIMS including Dean were Associate Professors when I was appointed as full Professor while current Executive Director (ED) was in grade 19 administrative post with no academic position and experience at all. Al-Hamdolillah I had worked with utmost honesty and full dedication at PIMS which can be seen from the following facts:

1)      I conduct the largest number of quality Intra and Inter Department Conferences and workshops at PIMS every week

2)      I have published the largest numbers of scientific papers at PIMS

3)      I am the Editor in Chief and Founding Editor of two International Journals one of which is USA based

4)      I give consultation in the most difficult and challenging cases.

5)      I as Chairman and Co-chairman conducted the highly successful PIMS annual Symposia and several other world class conferences

6)      I have been the Chairman of several important committees and Al-Hamdolillah all of these worked well

7)      I conducted the largest number of inquiries at PIMS reflecting administration's trust in my integrity and judgment

However as a "reward" for all these hard work I was denied due promotion for last 12 years!

I had challenged Gen. {R} Musharraf both in the Election Commission and the Supreme Court of Pakistan on two accounts:

1)      As a Government Officer he can not contest Presidential Elections

2)      He can't be elected through an old about to die assembly. The very definition of Election requires fresh mandate of people to be President for next five years. It is the right of the current newly elected assemblies to elect President for next five years.

I challenged the unconstitutional moves and motives of Gen. {R} Musharraf to protect the constitution and law of Pakistan. I had no intention to run for the Presidency myself and hence I did not file papers in the Election Commission when they provided me the forms as two wrongs do not make one right. Instead of appreciating my effort to protect Constitution, then Federal Minister of Health immediately ordered my transfer to the Ministry of Health causing severe damage to the PIMS. If defending Pakistan and Constitution is a crime we will do this 1000 times.

Then Executive Director after lot of protests from students requested me to continue as teacher unofficially at PIMS. I accepted his request as I did not want to suffer my students and also kept giving my expert opinion on difficult cases to benefit the poor and needy patients. However without having an office and position of proper authority, discipline among several students vanished and the work of all the committees which I used to chair came to standstill. For example I was the Chairman of the Curriculum committee for the upcoming Medical College at PIMS, after my transfer, the entire process almost stopped. My recommendations in several important inquiry cases where we had unearthed gross corruption and malfunctioning are being put in cold storage with no implementation at all. Weekly Quality Control Committee which used to be held every week with proper minutes and implementation did not hold for last 8 months with devastating effects on quality of tests etc.

I therefore request you to cancel my unjustified transfer orders in order to protect PIMS and its students and patients interests. Your action will Insha Allah bring good name to you and the new Government. I also request you to remove all black laws through which Government Servants (In reality public servants) are made Government Slaves. As I mentioned before that I had worked as Faculty member at top USA University Hospital and there was no prohibition on us to express our personal opinions on important issues.

Dr sahib, i am in admirer of you and i think you are well aware of it, but today after reading your this article i got one confusion, i have read many of your articles in which you said alot of words against Aga Khan which i think are right but on the other hand, in this article you are proudly saying that you have worked under the administration of AGA khan, Why?
Was it Just for the earning of few thousand rs or there was any other reason.
